Founded in 1999 as Apartment Services Company, today ASC Construction Services is a hands-on, full service construction company specializing in the multi-family industry. With a team of highly skilled Maintenance Technicians, Carpenters and Project Managers, we service over 8,000 units throughout Northern California and the Reno area, all to the complete satisfaction of our clients. In addition to multi-family residential clients, ASC Construction Services serves homeowner associations and commercial properties.

Our ability to execute is rooted in our long-term relationships with our employees; the average tenure for an employee of ASC Construction Services is over 10 years, with some employees staying with us their entire careers. Simply put, we believe we have the best team in the industry. We are highly selective about our clients and the projects we choose to accept.  We believe integrity is second to nothing and are committed to working closely with our clients to successfully complete each project on time and on budget.

Meet the Team

  • Michael Mencaccy

    Michael Mencaccy

    DIRECTOR OF CONSTRUCTION

    Michael Mencaccy started his professional career in sales for the multi-family industry in 2017. He then moved into restoration and renovation project management. Michael joined ASC Construction Services in 2019 as a Regional Maintenance Manager. In this role, he learned to work directly with Property Management and the on-site team to successfully navigate projects to completion while focused on excellent customer service. Michael was promoted to Project Manager and then to Senior Project Manager. He works directly with Owners and Management teams to coordinate day to day operations of multiple construction projects. Michael is responsible for overseeing all of ASC Construction Services projects, operations, and maintaining and growing client relationships. Michael holds a Bachelor of Science Degree in Business from California State University Stanislaus.

  • Jim Bertolini

    Jim Bertolini

    PROJECT MANAGER

    Jim Bertolini brings 25 years of construction experience to ASC Construction Services. He started his construction career in high school framing houses. Later, Jim apprenticed with an electrician for two years. Jim then worked as a heavy equipment operator for 15 years. Jim joined ASC Construction Services as a Project Manager. He is dedicated to providing strong project management and a high standard of customer service to all the projects he oversees.

  • Lupita Bettencourt

    Lupita Bettencourt

    BUSINESS MANAGER

    Lupita Bettencourt joined ASC Construction Services in 2005. Lupita started her career with ASC Construction as the Facilities Administrator, learning her position from the ground up. Having previously worked in the Commercial Real Estate and Property Management industry for Mozart Development as an Admin, residential construction and property maintenance was very new to her. Lupita moved up into various positions along the way, accepting a promotion in 2016 to the position of Business Manager. With her extensive knowledge of construction management, property maintenance, accounting and purchasing, she coordinates and performs a diverse set of tasks that supports the daily operations of ASC Construction Services.

  • Steve Frolli

    Steve Frolli

    DIRECTOR OF MAINTENANCE

    Steve Frolli brings 32 years of construction experience to ASC Construction Services. His career began in the Commercial construction industry. Steve started at BLVD in 2004 as a Painting Crew Supervisor and specializes in unit renovation and asset preservation. He has continued to be promoted through the years in the Construction Department. He currently is a Project Manager for ASC Construction Services and Maintenance Team Coordinator for BLVD Maintenance. Steve also holds his certification in Lead, Mold , Asbestos abatement and Construction sales license. Steve is dedicated to deliver high quality workmanship and strong customer service.

  • Joe Phelan

    Joe Phelan

    PROJECT MANAGER

    Joe Phelan joined ASC Construction Services with over thirty years experience in all phases of construction. He started his career framing and installing trusses on new construction projects before obtaining his General B Contractors License in 1995. Joe ran and operated his own small independent remodeling company for many years before joining ASC Construction Services as a Project Supervisor and Manager. He takes great pride in bringing all his projects in on time and on budget with satisfied clients.

    Rodrigo Muro

    MAINTENANCE SUPERVISOR

    Rodrigo Muro brings over 20 years of maintenance experience to ASC Construction Services. Rodrigo joined ASC Construction Services in 2001 and started his career on the maintenance team. Over the years with ASC Construction Services, Rodrigo has been dedicated to developing his expertise in comprehensive knowledge and execution of all aspects of property maintenance. Rodrigo is committed to providing excellent customer service. He is currently the Maintenance Supervisor overseeing the day to day operations for the Bay Area team.
